Updated Coronavirus Legislation Released - Outdoor events are go?

The snappily titled Health Protection (Coronavirus Restrictions) (No.2) (England) Regulations 2020 was laid before parliament yesterday. Read it here , especially the bit about outdoor gatherings with no restricted numbers as long as they're organised by a business (or various other defined institutions) that has carried out a risk assessment.
